Fossils have been known about since ancient times, so putting it down to a single person is probably not possible. Some of the early Greek philosophers found marine fossils and realised that the area where they found the fossils must’ve been previously covered by water. In ancient China, some larger fossils were documented as dragon bones – which I guess is basically what dinosaurs were (minus the fire breathing).
